1945, will convert to $1,060 on 1st January, 1947, and go on to $1,100 on 1st January, 1948. An officer who reached his maximum on, say, 15th March, 1944, will convert to $1,060 on 1st January, 1947, and go on to $1,100 on 1st July, 1947.

ALLOWANCES.

21. In general, apart from high cost of living allowances, allowances will only be prescribed in respect of:

(i) reimbursable expenditure incurred in per-

formance of duty;

(ii) duties extraneous to normal duties; (iii) special risks.

22. Since an element for rent has been included in the revised salaries, no rent allowances will be paid to officers who elect to come on to the new terms. All officers occupying Government quarters including Government leased rooms in hotels and hostels will be charged rent, the scales of which will be published in the near future. In no case will the deduction exceed $350 per month or one seventh of an officer's basic monthly salary (excluding expatriation pay).

23. No language allowances, as distinct from language study allowances, will be paid to officers converting to the new terms and conditions of service and officers at present drawing language allowances in accordance with Ĝ.0.137 will cease to draw them. Where officers are required by Government to learn a special dialect or language for special duties, or to reach an unusually high standard in any language, a bonus at rates to be devised may be paid.

24. No fuel and light allowances will be paid to officers converting to the new terms of service, but those required to live in communal barrack accommodation will not be charged for fuel or light.

25. The present scales set out in General Order 104 Field. for field, hardlying and lodging allowances are being revised and in future these allowances will be payable only to cover the additional cost of food while an officer is compelled to sleep away from his headquarters or the cost of lodging where an officer is compelled to pay for overnight accommodation.

26. Boot allowances will not be payable to officers Boot converting to the new terms and conditions of service and instead boots or shoes of suitable pattern will be issued on an approved scale.

27. Acting Pay will continue to be paid under the Acting Pay. provisions of General Order 90.

28. Overtime allowances will continue to be paid to Overtime certain classes of officers on a revised basis but will not be paid to professional, administrative, senior executive and technical officers, or to officers of departments where continuous duty is ensured by a system of shifts and where time off is given in compensation for hours worked in excess of forty-eight hours in any one week. Further details are contained in Secretariat Administrative Circular No. 2 of 9th January, 1948.

29. Where officers are required or are given per- Language mission to study a particular language, reasonable tuition study expenses will continue to be paid by Government at appropriate rates.

30. All personal allowances will be discontinued.

31. Changes in the Pension Regulations are at present Pensions and being considered. In this connection officers should note that those at present falling within the terms of Pension Regulations A will be required, if they accept the new terms and conditions of service, to accept the rate of pension in the existing Pension Regulations B.
